Simply put, it was too expensive to keep the legions equipped and fully manned due to decreasing farm output and social collapse reducing tax income, and the fact that there just wasn't a need. Legions would eventually start using chainmail (which arguably offers more protection anyways due to its highly flexible nature) and large, oval shields, and in time the legion started to decay even further, becoming ever more reliant on mercenaries and auxiliaries from Germania and elsewhere. Over time Rome declined and the state could no longer afford the expensive armor and gear of the Pax Romana. You can see this in Rome II with the variation of legionary cohort units. Some troops would get segmentata, but most got the chainmail hamata. There was no 'standardized' armor and gear until the days of Rome, particularly the Roman Empire, and even then it wasn't completely standardized.

Around the reforms of Gauis Marius it came down to the state or the generals to pay to equip their troops, which was a new thing at the time as most armies in history before the modern age used whatever equipment their soldiers could purchase.
